A determination of the Fire Cause requires the identification of how the first fuel ignited and the competent ignition source for the first fuel ignited came together. This can include human involvement.
If you use the concept of "deliberate action," you are also including the concept of human intent. The best you can do without intent is to always reach a determination of an accidental fire cause. So will every fire be accidental?
Can you explain, based on your understanding of the latest edition of 921, how an incendiary is determined? By whom? With what methodology and evidence?
Do you see any need for the Incendiary Fire chapter?
