The "baby" that was thrown out with the bathwater was human intent. It was through the use of implicit or surrogate evidence that human intent was demonstrated.
The argument was that no one can know what is going on in the human mind with respect to intent, so we will remove the chapter on fire cause classification. The question is, how can an incendiary fire be determined given the guidance in the current edition of NFPA 921?
Unless I am missing something in the practical application of 921, how can any fire incident currently be determined to be an incendiary fire?
