An investigation of responsibility is subsequent to a determination of an incendiary fire. Given that the discriminating evidence between an accidental fire cause and an incendiary fire cause is human intent to initiate a fire where one was not going to occur, otherwise. Who is charged with the responsibility for this determination given the current edition of 921? What evidence for intent will be used?
