I cannot disagree with you. If one is to determine the fire was set for a criminal purpose, it is necessary to prove the person’s intent.
Right now, in my state one can be convicted if it is proved the fire was intentionally set and you file an insurance claim. They do not need to connect you to the setting of the fire in any other way than saying you filed an insurance claim.
This is why I agree with you.
