All proposals including by whom they are submitted, the substantiation that the submitter put forward for his/her proposal, the committee action, and the substantiation for the committee action are public documents available free of charge to all submitters and anyone who requests them from the NFPA. They are not secret or sacrosanct.
One does not have to be a committee member to identify someone like Mr. Davis who curses the darkness in a room full of candles and matches, and then complains about those who have the initiative to suggest turning on the lights.
Mr. Davis is a continual and vociferous complainer about NFPA 921. To my knowledge he has never put forward any constructive ideas for fire investigation with the possible exception of his belief that a black infant's urine is a spontaneous ignition hazard (no proposal on that unique “science” either).
It is also evident that he doesn’t even know (or more correctly doesn’t care to know), what the definition of an NFPA standard really is. He is a shameless naysayer, only interested in deprecating the document which he doesn’t have the expertise to use correctly, or attempt to correct any errors or shortcomings which he divines may exist in it.
He is the best example of the "professional amateur" to which I referred in my previous post - part of the problem, definitely not part of the solution.
