I wish I had an answer to your question. In some cases your term rogue really fits what is out there; in fact I think you may be too nice in what to call them. I have one or two on those in my area. They attend no continuing formal training and say because they have a degree they know all they need to know.
I know what you are saying as to people being effected by investigations being conducted by this type of investigator. I fought to have a person that sat in jail for 7 years before going to trial because the investigator said the fire developed too fast not to have been accelerated by a liquid accelerant. I saw a person not receive their insurance settlement because of an investigator saying a fire was intentional set by the person’s son. In fact the son and the investigator went to school together and the son would always pick on the investigator. None of the private investigators could find any indication of a set fire. I do not know too much about the case, but there is one that was just posted on this site in central Louisiana. How about the Maloney case? Some of these cases scare the hell out of me.
To some extent you are right about the certifications but it is a start and it does require continuing education to maintain the certification. This is better than nothing. I do believe forcing continuing through the licensing process and the certification programs is the only avenue available at this time. After reading what you have posted, I believe what you are referring to as standardization is reflected in NFPA 1033 more than 921. NFPA 1033 list a level of skill and knowledge needed by an investigator prior to them conducting investigations. NFPA 921 has the knowledge part of what is called for in 1033 but 1033 also requires a specific skill level. NFPA 1033 is an NFPA Standard and is of the quality to be adopted by law as a mandatory requirement for investigators. Maybe that is what you are looking for as to a uniform standard.
