To be straight up with my answer, at this time, I would vote to comply with the wishes of the National Fire Protection Association and vote to support their recommendation as to the level of acceptance for the document. Before I can go further, I need them to stand up with stronger support for the document.
Just because I am not ready to elevate 921 to the level of a mandatory document does not mean I do not agree with the intent of the document and much of its content. I believe 921 is the support or foundation to 1033 which is a recognized standard for the level of competency for fire investigators. I am not sure if recognizing 921 as the only standard of the industry it will do more good or harm. Where I do believe 921 will continue to grow, I can not see where that one document will ever contain all that is needed by an investigator to conduct an investigation. I believe it will be a great source of information and guidance but will always need to refer the reader to other text or sources of information.
To the extent of learning on your own I am a great believer in not limiting yourself to one document in your quest for knowledge. I was just involved in a case involving calcium hypochlorite where the written text available was not complete, so this left a gap in the knowledge of the product. There was nothing in the available 921 that would let me know how this product reacted to time and temperature exposure. All the documentation said to keep the product stored in a cool dry area, but have you ever tried to find the exact temperature or moisture level for want is cool and dry? I have to do outside research and testing to reach a supportable conclusion.
I do not agree to having an investigator with no formal training and you are right the investigation supplied by this type of person is a great detriment to the profession. The problem I have is I have been to training classes where the instructor say the class is following 921 but the information being given is far from being valid.
