I agree with your comment about the different types of standards and Johns comments on the word voluntary.
There is some consensus in that the National Fire Protection Association, ASTM is not imposing this document on the users as a mandatory requirement. The word standard can have different meanings in our language depending on the user’s intent. The standard of care for a profession is something that is fluid and is set on a case by case bases by a court. Some UL Standards are made mandatory through their reference in specific codes adopted as law. John is right that any person can adopt any procedure or document as their standard of care and once doing so they must follow the requirements of that document. As to the comment made by John on the “An American National Standard” I believe in the letter I saw from the Standards Council they agreed the wording was misleading as to there intended classification of the document. What John states is true about the adoption but there is more to it just being adopted. The statement is meant to inform the reader that this specific NFPA document was adopted by ANSI on that date. ANSI states, “American National Standards are voluntary and serve U.S. interests well because all impacted stakeholders work together to create them. ANSI-approved standards only become mandatory when, and if, they are adopted or referenced by the government or when market forces make them imperative.” Again John is right about the word voluntary. If one chooses to adopt this as their standard then they must comply with the document.
There is nothing wrong with anyone say the have accepted NFPA 921 as the standard they use in the performance of their job and we need to get past this argument. No matter how you feel about the document it is there and anyone has the opportunity to suggest changes. Even the document states you do not need to agree with all the information contained but you do need to be able to explain why you have chosen to go in a different direction. If your direction is factually supported than what is the problem?
The opinions on this subject are so strong on both sides I believe we need to get on with other more important aspects of our profession such as the research being conducted on the development of patterns. Factual information from this research can lead to an improvement in the conclusions being reached by investigators.
