There are many ways to test a hypothesis including experimentation, analytical and numerical analysis, test data, and fundamental knowledge contained in the available scientific literature. Certainly, "thought experiments" are also a valid approach also (if appropriate). Thus, there is no single best way to test a hypothesis using the scientific method. How a hypothesis is tested depends on the issue as well as the phenomenon involved, so the context of a specific case matters.
