Cause of the Fire

Recently, in a deposition, a person made the statement to comply with NFPA 921 he did not need to eliminate all possible causes but one. His comment was that according to the Cause chapter there could still be other possible cause but that if his cause was to fall in the probable range he only needed to believe there was more than a 50% possibility of his choice being correct.
I do not believe this was the intent of the committee writing the document but I could not find specific wording to address his conclusion.
Does anyone have an idea on this subject.
