"I would say if your reasoning to BELIEVE the person’s intent was to set the fire has the likelihood of being correct by over 50% or more likely true than not, than you are correct to classify the fire as incendiary." (Emphasis added)
Belief is not an element of any conclusion resuling form logical reasoning. You must be able to prove the intent. If you cannot prove the intent, the only classification acceptable is "undetermined." If your proof supports your hypothesis to a "probability", only then is it acceptable to classify a cause "incendiary."
