As someone has already said in a posting, maybe we have passed the single one word explanation. Spelling out the cause, ignition scenario in plan english will give the person(s) reviewing the report a better understanding as to what took place. Is not the person’s intent directly associated with motive? There have been many postings on this board to suggest the fire should be called on its own merits and not on possible motives.
Webster’s defines intent as:
1 a : the act or fact of intending : PURPOSE; especially : the design or purpose to commit a wrongful or criminal act <admitted wounding him with intent> b : the state of mind with which an act is done : VOLITION
2 : a usually clearly formulated or planned intention : AIM <the director's intent>
One can see where the use of single words to explain what took place my not be a sufficient method of explanation.
