So if I'm reading this right if the investigator has a vehicle fire that class a combustibles burned under the engine has the following information he should say undetermined & move on. The owner of the the vehicle has had an ongoing dispute with the man next door that has been convicted of arson of vehicles with class a combustibles. The phone line to the house has been cut & the surveillance camera on the corner of the garage has been disabled. The fire is discovered by a passerby calls 911 but can not extinguish the fire. He advises the investigator he saw a male run & go into the house next door. A red lighter is found 3 feet from the point of origin. Man next door tells you he was outside earlier & saw the fire but did not report it. He refuses to answer any questions about the fire. The owner of the vehicle tells you the man next door has said he will burn them out & saw him light a cigarette with a red lighter yesterday. No direct evidence is obtained to link the man next door to the fire. All evidence is circumstantial. For the life of me I can't see anyone just walking away from this.
