The fire cause classification is a hypothesis when applying the Scientific Method.
The fire investigator is trained to look for evidence of intent. See Incendiary Fire chapter in NFPA 921.
The problem does not seem to be with the contents of the cause classification chapter. The problem seems to be one of ignorance of how to reliably apply the Scientific Method to a specific set of facts.
