Yes, you are correct in the context of using a cause classification. The same is not true if any methodology as to a determination of the classification and an incendiary fire is not applied. I am not arguing that there is no evidence of intent, I am arguing that the methodology does not allow for the intent to be included in the application of the SM or any determination of an incendiary fire.
