Essentially, this reporting system indirectly follows the SM and NFPA 921. You determine the fire cause with identification of first fuel ignited and the competent ignition source for the first item ignited. There is discussion of the identification of how the two came together.
The fire cause discussion includes "intentional" and "unintentional" fires. To be reliable, there must be evidence of the intent to initiate a fire where one was not going to occur, otherwise.The methodology here has no significant difference when compared to NFPA 921. You can use it to render a reliable determination of an incendiary fire with evidence of intent. This methodology does not excuse the requirement of evidence of intent for an incendiary fire.
