I assume you are implying that this section is how law enforcement can make a reliable determination of an incendiary fire. See the beginning of Section 23.4.
23.4.1 Once the investigator has completed the fire scene examination and has concluded that the fire was incendiary, there are other evidentiary factors that should be recorded and examined, which may be critical regarding future suspect development and identification.
Again, between the Fire Cause and Responsibility, someone needs to determine that the fire was an incendiary fire with evidence using a reliable application of the Scientific Method.
