If it was not clear in my posting, yes, I do agree, but in a specific context. I am not charged with only determining the cause of the fire to be either "accidental" or "arson" as public sector FI are. My first point was that the previous poster was really mentioning "intent" as opposed to "motive". My second point that some can not ignore making a determination of only "undertermined as a "catch all" for "accidental".
