One issue that seems to get lost in the process of litigation is that the scope of conducting fire investigations is the prevention of such incidents (NFPA 921, Section 1.1). In evaluating if mitigation strategies are working, statistics are used. Such data used in this analysis is characterized in general terms. Thus, the NFIRS system used short descriptors to generalize determinations. This is one of the driving forces for what exists today. Any change in the system must include the an adequate system classification for origin and cause that meets the requirments of those who report and use this data.
