OK, in my opinion, this is simply accidental. I say this because most definitions of incendiary that I have seen refers to incendiary as the "criminal" setting of fire in some form or another.
Now, when you re-write the fire classifications for the state of Louisiana, maybe set fires should be listed as "intentional". That way it can be with or without malice. Let the investigaton determine whether the fire was set to cause harm or not.
I often conclude, on some fires, that "this fire was started with human involvement. Because the intent of the firesetter is unknown at this time, this fire is classified as Undetermined".
