Not by itself. You could tell me that there was a for sale sign in the yard of the house. That is information. If this information is then documented and can be verified, then is is data. You could say factual information is data.
You say, “The "for sale" sign on the front lawn is DATA. It can be documented and verified, thus, it is not just INFORMATION.” Are you saying the for sale sign is not factual information?
I said it was information. I do not use the term factual information. Once information is documented and can be verified, it is data.
