Actually, the phrase " are held to a reasonable degree of scientific certainty," does have scientific meaning. It means that your determination is the product of the application of a reliable methodology to reach your determination. That reliable methodology is the SM. If you reliably apply the SM to the available data and evidence in a specific incident and you are able to produce a determination that is uniquely consistent with the available evidence, then your determination is held to a reasonable degree of scientific certainty.
