On the civil cases, you can almost see from what is being said who side different people are most of the time. What they will not say is they want these notes hoping these is some little discrepancy to impeach the creditability of the investigator, This is what these notes are used for 99% of the time. You are exactly right in your interpretation of what is being said. It is this reason, the US supreme court has stated that the FBI agent’s notes did not have to be turned over to the defense experts for review. It looks like others have seen the same intent and legally put a stop to it.
