Dave:
I believe the methods used by investigators are left up to those investigators. I am not saying either method is right or wrong. As to giving a good reason, why question is why does it matter unless you believe the person is being dishonest. With some of the post that appears to be the intent in that the person is guilty of hiding evidence from the other side. I have been involved in both the public and private sector for over 30 years now and have learned nothing is black and white. If I have learned nothing else I have learned there is no simple one size fits all answer to questions like this one. I try and look at the larger picture and where if something like the preservation of field note becomes mandatory like some here suggest it should then what is next. Pat thinks I am in left field with the copies of the report. Within the last couple of years I have been questioned on just that subject. The attorneys beat me over the head indicating that in the revisions there was something deleted that supported their side. Because of this I had to bring my computer to court to have their side’s expert go over the information contained on the computer. Then I spend four days explaining why wording was change and who did I discuss these changes with before they were made.
I guess I am the type of guy that does not like the government or any organization to force something down my throat that I do not think is correct.
